to the international &lt;a class="mw-redirect" title="UNFCCC" href="http://en.wikipedia.org/wiki/UNFCCC"&gt;Framework Convention on Climate Change&lt;/a&gt; with the objective of reducing &lt;a class="mw-redirect" title="Greenhouse gases" href="http://en.wikipedia.org/wiki/Greenhouse_gases"&gt;greenhouse gases&lt;/a&gt; that cause &lt;a title="Climate change" href="http://en.wikipedia.org/wiki/Climate_change"&gt;climate change&lt;/a&gt;.&lt;br /&gt;It was agreed on &lt;a title="December 11" href="http://en.wikipedia.org/wiki/December_11"&gt;11 December&lt;/a&gt; &lt;a title="1997" href="http://en.wikipedia.org/wiki/1997"&gt;1997&lt;/a&gt; at the &lt;a title="United Nations Framework Convention on Climate Change" href="http://en.wikipedia.org/wiki/United_Nations_Framework_Convention_on_Climate_Change#COP-3.2C_The_Kyoto_Protocol_on_Climate_Change"&gt;3rd Conference of the Parties&lt;/a&gt;
